Browsers are programs like Netscape & Mosaic that convert HTML (the web's language) to the pages you see. Each browser presents a file a little differently (fonts & font sizes may change), but the basic components are the same.
To put your material on the web, you have to set up a directory in your account and change the permission structure on the new directory as well as the parent directory. You need to change the permissions so that everyone can read and execute the files and directories you want on the web.
